The Attack on the German War Economy
With respect to the German campaign, study of the survey findings leads to three major conclusions: (I) our strategic bombing brougnt the German war economy to the point of collapse; (2) that result came very late in the war, too late to develop its full potential effects on the ground and naval campaigns, which were already proceeding to a decisive con- clusion; and (3) given only the air power actually in Allied hands, but assuming better           of the capabilities of strategic bombing and especially a wiser choice of targets, the positive results achieved by bombing could have come much sooner than they did.
