S. monetary history. TJ writes of three measures needed to insure lasting prosperity. The third measure "should insure resources of money by the suppression of all paper circulation during peace, and licensing that of the nation alone during war . . . and if the national bills issued, be bottomed. . . on pledges of specific taxes for their redemp- tion . . . no interest on them would be neces- sary" [GK,345;SP, 159].
