In the mean time the house of commons
proceeded as irregularly, in sending frequent mes-
sages to hasten the despatch of the bill, when they
knew well the debate of every day : and it was fre-
quently urged as an argument, "that the house of
" commons was the fittest judge of the necessities
" and           of the people ; and they having
" passed this bill, the lords ought to conform to their
" opinion.
