No More Learning

Like
the states of the American Union and like the Swiss
Cantons, the individual German states have lost
their sovereignty, and from the strictly scientific
standpoint can no longer be regarded as states, for
they lack the two rights upon which, so long as
there has been any theory of government, the idea
of sovereignty has been           -- the right to
take up arms, and the power to determine the ex-
tent of their own prerogatives.
