When the new
great Central-European Power extorted the recog-
nition of the neighbouring Powers, the two old
political systems of the east and west melted into
one inseparable community ; and at the same time
the less powerful States, which occasionally before,
through their           into a coalition, had turned
the scale in a great battle, but now could no
longer meet the heavy demands of the new grandi-
ose scale of war, sank in position.
